For some reason, I can't vote "up" for this one.  But I agree with this comment and the others like it.  Being able to see who last edited an app is critical in large organizations.

3. Department Admin should be able to add any valid user to their Department

This is a really important feature for large corporations where we might need to move/add existing users to multiple departments.  Managing this at the Account Admin level is not efficient.
