Thank you for posting to the Community! This is possible, but it depends on a few factors. If you do not have Mobile Edit Permissions enabled for your account, which are an advanced option not enabled for all accounts, you will only see your own submissions on the mobile application. If you are the Admin, I would reach out to your Account Executive or Account Manager to get Mobile Edit Permissions enabled for your account.
Once you have that enabled, you will be able to grant the permission to edit and copy other users' submissions on mobile. If you don't have Departments enabled, the permission can individually be granted to Admins, Designers, Dispatchers, and Reporters. If you have Departments enabled, the permission can be granted to Account Admins and Account Reporters.
At present, the ability to copy an existing submission is only available on mobile and is only available on submissions you made from the current version of a form, given that you have permission to mobile edit in the first place.
With all that being said, you may need to ask your colleague to make a copy of the submission themselves and reassign it to you using Assignments, given also that the form does not have Workflow enabled for it. This may be the only workaround in the case that there are too many hoops to jump through to gain access to Mobile Edit Permissions.
