Allow ALL users to view submissions

I'd like to allow my users of a specific app to be able to view ALL submissions (from any user) from this app on their mobile device.

    I will agree on this but would like to select which app submissions they can see.

    This is a critical feature for our Supervisors in the field. They need to check the daily work reports of the crews on the mobile version. We do not issue laptops to them so it makes it difficult for them to review and edit the work.
