The submission folders should be password protected so company reporters can only see what they need and not be able to folders they shouldn't be in! And I know you're going to say use departments. Departments do not work for this issue!

That said, doing permissions on a folder-by-folder basis is distinct and I think an interesting way to approach this as well. I'm interested in seeing if other folks would find this useful as well.
If there were the ability to do hierarchical permissions on everything in the system that would be ideal (users > groups / objects > groups / groups > groups / etc..). If the logged in user had permission (or not) to the different items in the system, I would prefer that over securing individual objects with individual passwords. If that makes sense.
True Nathan giving users certain permissions would work as well!
