Allow more control of workflow by admins.
I need the ability to kick a workflow back a step or 2 in the process as an admin, users toward the end of my process don't have permission to reject, so it makes it tricky if we need to go back and update something to get the workflow back on track. It would also be nice to allow the admin to edit items within the submissions in the workflow if items that become locked for users later in the process need updating.

It sounds like it's a complicated workflow process, balancing who has the ability to reject and who has the ability to edit existing data. Just to confirm that I understand you correctly, are you utilizing the "Next user can edit existing data" and "Next user begins at the beginning of the app" in order to edit existing data? (pictured below for clarity)
I know it's a trial and error process for which combinations of these features get the right result but I believe that even if a user in the process can't edit, someone later in the process still could with the right permissions. Could you explain what you mean by "update something to get the workflow back on track?"
