Secure, efficient way to allow API keys and Business Insights to coexist

Lack of ability for Business Insights and API keys to coexist has previously been raised and fix provided fell short.

This time it would be good to have a solution that doesn’t require API keys to be handed out to individual excel users.   

Lets keep solution in line with basic standards
