In the PDF we can select from a series of pdf options on a field or a page.
Show this field on PDF:
Always
Never
Only if the field is not empty
Only if the default value has been changed
Only if the default value has been changed and the field is not empty
Only to addresses set in the email options page.
What I need is a combination of these, specifically:
"Only to addresses set in the email options page and only if the field is not empty"

Howdy Andrew,
Welcome to the Community! While there is not a direct way to select two options from the 'Show This Field on PDF' setting, there is a potential workaround to limit which fields are displayed on a PDF.
In this example, I have set a short text field called 'PDF Test' to never show on the PDF. This is where user input will be collected:
Next, I set up a mirror field of 'PDF Test'. This mirrored field has a condition set to only trigger if the 'PDF Test' field is not empty and I have set the field to only show on PDF to the addresses set on the Email Options page:
Now, the user can input data into the 'PDF Test' field while completing a submission, but the captured data will only appear on the PDF in the mirrored field, visible only to addresses set on the Email Options page.
Just wondering if this work only with standard pdf of designer pdf?
After further testing, it looks like the workaround only works with the Standard PDF.
When using the Designer PDF, the 'Mirror of PDF Test' field will appear regardless of the recipient, as including the field in the PDF Designer seems to override the logic set up in the App Builder.
