What is the rule for dispatches appearing on the users device? Is it based on the schedule date, the schedule time or a combination of both?

Scheduled dispatches deploy at midnight the day that the dispatch is scheduled. However, they won't appear on the device until the user has synced their device, at which point they will download onto the device. The order that they appear in on the user's device should be in order of the time they are scheduled at.
You can set the time they dispatch. The time used by the dispatcher is GMT. I am east coast (GMT-5), so if I want the dispatches to be available at 7 a.m., I have to set the dispatch time as 12:00:00 pm..
