Is there a way to recall or to tie a specific photo to a property along with the address?

Depending on your specific requirements, you might be able to achieve this using a weblink field. You can use a weblink field that is populated with a URL that refers to the photo that you've hosted with a shareable link in google drive or other cloud service. You can have the URLs be another column in your reference data, and it can populate the weblink field just like any other field would be populated with reference data. If your photos would differ from form to form depending on the address, this might be a good option, however it would still require the user to have an internet connection whenever they used the weblink field to pull up the photos.
