Per the response from the support team below, it appears there's currently no way to have paragraph breaks (rather than text simply being displayed on a new line) in long text fields. Would be nice to enable some way to insert paragraph breaks for readability and appearance of pdfs when submitting reports.

When you are completing a submission on either Android, IOS or Windows they all behave differently and might allow you to create separations between texts As this is a long text field text would always output would always be without paragraph breaks."

Hi Rodney,
I believe my colleague in support was referencing the Standard PDF. If you're using the Designer PDF, you can get paragraph breaks on your PDF. Here's a comparison of the two:
