Thanks for posting to the Community! I can see how that would be a a time consuming workaround. Other than simply creating two separate Repeat Dispatches using the "Monthly on 1st/2nd/3rd/4th [Weekday]," I can't think of a solution with the current options. I will pass this request along to the Product team but I cannot guarantee that the request will make it on to a future product roadmap.
