Allow Shared Forms to Be Placed In Different Folders in Different Departments

I would like to have a shared form stored differently for different departments.  For example, I keep masters of all forms in 1 department and share to the others.  I create folders within the master department to organize the many forms.  I would like to be able to organize the forms differently within each department either storing under a different folder or not in a folder at all, like you might do with a "shortcut" in windows.
